You need to base your measurements for perforations as follows:

Perf 12 will read 11½-12 [never over 12].

Perf 12½ will read 12¼-12½ [never over 12½]

Perf 13 will read 12½-13.

SPECIMEN FORGERIES

CAUTION Bogus sets [type I with security under-print only] exist with forged SPECIMEN hand-stamp onto mint remainders. Easily spotted as the forgery has no stop, and the idiot forger used remainder stamps with different station names. Some auction houses have sold these as genuine! If found place in the bin!

True Specimen overprints are those found only on progressive proofs, prior to the station name being printed and always on the 1st issued colour i.e. 1/6d, The true specimen has full stop and is overprinted on the green issue not the brown red as is seen in the forgeries.
